Full Journal pdf2015-04-02 House Journal Page 0686 HB 75 The following, which was advanced to third reading from the April 1, 2015, calendar (page 663), was read the third time: CS FOR HOUSE BILL NO. 75(JUD) "An Act relating to the registration of marijuana establishments by municipalities; relating to the definition of 'marijuana'; clarifying standards for personal use of marijuana by persons 21 years of age or older; prohibiting the public consumption of marijuana; authorizing the registration of marijuana clubs; relating to established villages and to local option elections regarding the operation of marijuana establishments; and providing for an effective date." Representative Lynn moved and asked unanimous consent that CSHB 75(JUD) be returned to second reading for the specific purpose of considering Amendment No. 1. There being no objection, it was so ordered. The Speaker stated that, without objection, CSHB 75(JUD) would be returned to second reading for all amendments. Amendment No. 2 was offered by Representatives Claman, Tilton, and Gruenberg: Page 2, line 29, through page 3, line 5: Delete "; assisting under this paragraph does not include (A) using, displaying, purchasing, or transporting marijuana in excess of the amount allowed in this section; (B) possessing, growing, processing, or transporting marijuana plants in excess of the amount allowed in this section; (C) growing marijuana plants for another person in a place other than that other person's dwelling" Page 3, following line 5: Insert a new bill section to read: "* Sec. 3. AS 17.38.020 is amended by adding a new subsection to read: (b) In this section, assisting is limited to the quantities described in (a) of this section and does not include (1) using, displaying, purchasing, or transporting 2015-04-02 House Journal Page 0688 marijuana in excess of the amount allowed in this section; (2) possessing, growing, processing, or transporting marijuana plants in excess of the amount allowed in this section; or (3) growing marijuana plants for another person in a place other than that other person's dwelling." Renumber the following bill sections accordingly. Representative Claman moved and asked unanimous consent that Amendment No. 2 be adopted. Objection was heard and withdrawn. There being no further objection, Amendment No. 2 was adopted. Amendment No. 3 was offered by Representatives Millett, Tilton, and Gruenberg: Page 9, lines 7 - 9: Delete "If there are no registered establishments within the established village, the prohibition on possession is effective beginning 60 days after the results of the election are certified." Representative Millett moved and asked unanimous consent that Amendment No. 3 be adopted. There being no objection, it was so ordered. Amendment No. 4 was offered by Representatives Seaton, Tilton, LeDoux, Gruenberg, and Kito: Page 4, line 12: Delete "and" Insert "or" Representative Seaton moved and asked unanimous consent that Amendment No. 4 be adopted.
